AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a analysis released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these parties, the study indicated.
Authority Figure Cautions Against Relying on AI Assistants for Election Advice
The vice-chair of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their political views, she added.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.
The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters still undecided.
Every significant political faction have rejected a coalition with the PVV, implying the runner-up party is highly probable to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
